Symposium "Promoting Sustainable Land Management and its Local and Global Impacts"
Organized by WOCAT in Switzerland on Monday 20 October 2008
The aim of this symposium is to reflect on achievements and furthermore to align current and future efforts for enhancing and promoting the simultaneously positive local and global impacts of SLM. The symposium will bring together various partners and donors interested in SLM and natural resource management. As the symposium will take place on the first day of the 13th WOCAT annual Workshop and Steering Meeting, the main WOCAT partners will be present, thus offering an exceptional chance to meet and exchange experiences and visions.

2008 Global Development Marketplace
The 2008 Global Development Marketplace (DM2008) is a grant competition held in collaboration with the World Bank, entitled “Sustainable Agriculture for Development,” and supported by the Global Environment Facility, International Finance Corporation, and other partners.
On June 23, 2008, 100 finalists were announced and invited to World Bank headquarters in Washington, D.C. in September 24-26 to vie for grants at theDM2008 Marketplace event. At the close of the Marketplace, 20 or more projects will be named winners.

Promoting Sustainable Land Management in Sub-Saharan Africa: TerrAfrica Annual Report 2007
This report is a collective effort of all the TerrAfrica partners. The TerrAfrica partnership is into its second year of operations, steadily building on the momentum generated during 2006, TerrAfrica’s inaugural year. World Bank’s 2008 World Development Report “Agriculture for Development” cites the TerrAfrica Partnership
The World Development Report is the World Bank’s annual flagship research report, and we are pleased that the TerrAfrica partnership was referenced in this prestigious publication under the theme of global and regional partnerships (p. 258). The report’s findings are unequivocal: promoting agriculture is imperative for meeting the Millennium Development Goal of halving poverty and hunger by 2015 and reducing poverty and hunger for several decades thereafter. With over 350 pages of packed information, the report is a “must read” for all those interested in making the agricultural sector an engine of economic growth and prosperity while promoting sustainable management of natural resources such as land, water, and biodiversity.

Calling All Development Innovators
World Bank’s 2008 Development Marketplace Open for New Ideas
“Sustainable Agriculture for Development” is the overarching theme of the World Bank’s 2008 Development Marketplace, a competitive grants program that is open to NGOs, civil society organizations, foundations or development agencies. The deadline for receipt of proposals is March 21, 2008. The related sub-themes for Development Marketplace 2008 are:
- Linking Small-Scale Farmers to Input-Output Markets;
- Improving Land Access and Tenure for the Poor;
- Promoting the Environmental Services of Agriculture in Addressing Climate Change and Biodiversity Conservation.
All TerrAfrica partners are requested to encourage their development partners to consider applying for the competition and to disseminate this information widely.

Progress made towards national SLM framework in Ethiopia
Positive steps have been taken towards establishing a national framework for investments in Sustainable Land Management (SLM) in Ethiopia, which will offer a mechanism to engage and align development partners’ and other stakeholders’ SLM contributions in the country. A joint mission to Ethiopia by the World Bank, UNCCD Global Mechanism, NORAD, UNDP and WFP, from Nov 27 to Dec 4, 2006, reviewed progress towards the development of the framework, with a specific focus on the partnership and coalition building elements, and on the joint next steps required. These next steps will focus on two levels: support to the SLM platform set-up at by the Government at the national level, and targeted support at the regional and local levels for on-the-ground investments, to implement priorities set under the national framework.

SIP preparations enter final stages
Plans for the interagency GEF Strategic Investment Program for SLM in Sub-Saharan Africa (SIP) are moving ahead. The Program Brief is now due for submission to GEF Secretariat in March. The SIP will provide an umbrella investment vehicle to support Sub-Saharan countries in their efforts to scale up SLM on the ground, in line with the TerrAfrica approach. The SIP aims to accomplish this by more efficiently leveraging GEF grants to strengthen donor and sectoral alignment, align land-related policy dialogues, enhance investment quality and impact, and engage more predictably over a longer timeframe. During the first implementation phase, from 2007-2010, GEF financing will be channeled strategically through GEF implementing and executing agencies cooperating at country level, based on their comparative advantages and TerrAfrica principles. Additional financing from the GEF is being integrated into the SIP to help better climate proof land management. Implementation is currently anticipated to begin in July 2007.     Desertification and the International Policy Imperative, Dec 17-19, 2006
    In December the Algerian Government hosted a conference on “Desertification and the International Policy Imperative”, building on a number of events in 2006 held to celebrate the International Year of Deserts and Desertification (IYDD). The conference aimed to facilitate a dialogue on desertification-related policy issues, and thus provided a valuable opportunity for representatives of the TerrAfrica Secretariat to present the TerrAfrica concept, vision, and the results achieved by the partnership so far.

    Other major IYDD events involving TerrAfrica partners and contributing to the development of TerrAfrica activities included the International Workshop on the 'Costs of Inaction and Opportunities for Investments in Arid, Semi-Arid and Dry Sub-Humid Areas' held in Rome, 4-5 December 2006.     Third Executive Committee Meeting – Cape Town, Aug 31-Sept 1, 2006
    The 3rd Meeting of the TerrAfrica Executive Committee took place in Cape Town, South Africa, from August 31 to Sept 1. With almost a year having past since the launch of TerrAfrica, the two-day event provided a timely opportunity to share information on the early progress of the partnership. The meeting also allowed the Executive Committee members to review the development of specific work program products, such as the SLM Knowledge Base, the TerrAfrica Technical Vision Paper and the SIP Program Brief.     Pretoria Consultations Further Advance SIP Preparations, July 24-26, 2006
    The second and final regional Strategic Investment Program for SLM in Sub-Saharan Africa (SIP) preparation workshop under TerrAfrica was held in Pretoria, South Africa, from 24-26 July. Sub-Saharan stakeholders collaborated over three days at the technical workshop, convened by NEPAD to provide guidance on finalizing the design of the SIP, which has been under preparation for the past year. The stakeholders, representing SSA governments, civil society, subregional organizations and NEPAD, UNCCD Secretariat, research organizations, as well as TerrAfrica's multilateral partners, endorsed the general content of the program design and provided recommendations and suggestions to finalize the Program Brief, allowing for implementation in early 2007.     Dakar Consultations Advance SIP Preparations, April 19-21, 2006
    The first SIP regional preparation consultation under TerrAfrica was hosted by NEPAD in Dakar, from the 19-21 April. The consultation was designed to achieve progress on the development of SIP and TerrAfrica products, via guidance from SSA stakeholders. Participants included representatives from SSA countries and NEPAD, as well from a number of multilateral organizations. The outcome of the workshop was very positive and a compilation of the main recommendations are being finalized. A second and final preparatory consultation will be held in July in Johannesburg, South Africa.

    African Ministers Urge Scale Up in SLM
    In February 2006 NEPAD presented progress made under TerrAfrica to the African Union Conference of Ministers of Agriculture. The Ministers support for the partnership was indicated in the final conference report, the text of which "further urges Member States to mobilize matching resources to upscale successful experiences in sustainable land management and other natural resources within the TerrAfrica initiative".

    TerrAfrica was officially launched during the high level segment of COP 7 on October 24, 2005. The TerrAfrica Secretariat, in close cooperation with its existing partners and emerging partners, organized the following launching events:
  • Presentation during a meeting of the Africa Group
  • Pre-launch journalist training workshop, which is a one-hour session to brief journalists on major issues and background related to TerrAfrica
  • Statement during the High Level Segment on the official TerrAfrica launching which will be complemented by press briefing
  • Presentation during the GEF side event on Global Partnership
  • Executive Committee meeting

    Simultaneously, TerrAfrica was launched at the NEPAD's CAADP (Comprehensive Africa Agriculture Development Program) retreat in Pretoria on October 24, 2005.     Strategic Investment Program (SIP) in the pipeline
    The Strategic Investment Program (SIP) for SLM in sub-Saharan Africa is conceived as a twelve-year phased program supported by the GEF. The SIP will allow beneficiaries to access GEF resources on a programmatic basis, and will be led and coordinated by the World Bank in alliance with AfDB, FAO, IFAD, NEPAD, UNDP, and UNEP. Funding would be catalytically applied to achieve SLM objectives as guided by GEF and the TerrAfrica platform, including attention to realizing synergies across GEF focal areas (e.g., biodiversity in production landscapes, international freshwater resources, enhanced carbon sinks, and adaptation of production systems to climate change). The program's design phase is expected to start in October, 2005. The full program is slated to be operational in 2007.

    Final Interim Committee/Constitutive Executive Committee Meeting, Paris, September 14-15, 2005
    The Interim Committee discussed the outcomes of Rome and Johannesburg consultations, and endorsed TerrAfrica's strategy, governance, business planning framework and the leveraging fund documents. Following the endorsement of these documents, the Interim Committee was dissolved and the constitutive Executive Committee of TerrAfrica was formed with the same membership as the Interim Committee. The Executive Committee discussed the draft Annual Work Program 2005-2006 and established a Special Advisory Group (SAG) to assist with the finalization of the Work Program that will be discussed at the next Executive Committee meeting in October. The Committee then confirmed arrangements for the official launch of TerrAfrica at COP 7 of the UNCCD on October 24, 2005.

    Consultation Meeting, Johannesburg
    September 7-8, 2005

    Participants in the Consultation reviewed, made recommendations and finalized the TerrAfrica strategy, governance and business planning framework to be endorsed at the Interim Committee/Constitutive Executive Committee meeting in Paris. The participants underscored the value of TerrAfrica as a tool for supporting and delivering on the objectives of NEPAD's Comprehensive Africa Agricultural Development Programme (CAADP), its Environment Action Plan, the UN Convention to Combat Desertification and commitment to implementation at national levels. Participants called on all partners to actively engage in the effective implementation of TerrAfrica as a regional initiative to enable governments of sub-Saharan Africa, the international development community and other global, regional and national stakeholders to scale up the mainstreaming and financing of effective and efficient country driven SLM.
